Cars always park inside the bike path

The painted line inner bike path has many cars (around 80%) that don’t park on the outside line. Given that this is a bike decline hill going west, cyclists could easily be doored. The point of these double white lines is to give cyclists more bike protection yet the cars don’t follow the lines nor is there any consequences.
